European Globalisation Fund (EGF)

Globalisation has caused major structural change in world trade and many workers have been made redundant as a result. The European Globalisation Fund (EGF) was set up in 2007 as an instrument of solidarity and support for these workers. It aims to help people whose work areas have been hit by globalisation or the economic and financial crisis get back in the job market.

 

Was war die Position der Grünen dazu?

Greens were reluctant but supportive of the original instrument. Reluctant, because the EGF bears the risk of fanning the flames without a preventive restructuring policy; supportive because the Fund is well-structured and targets the workers directly.

 

Hat das Parlament die Grüne Position übernommen?

The Greens managed to ensure that workers made redundant in outdated industries receive training for future-oriented job. The design of the coordinated package of personalised services should anticipate future labour market perspectives and required skills. The coordinated package should be compatible with the shift towards a resource efficient and sustainable economy. 

From now on, the Fund will be more efficient and concentrate on measures which are genuinely useful to get people back into the job market, such as appropriate training. We managed to limit so-called passive labour market measures (35% cap) – measures such as allowances or vouchers, with limited added value. This means that active labour market measures will be promoted instead.

Companies’ co-financing will be encouraged and the EGF contribution shall not replace actions which are the responsibility of companies by virtue of national law or collective agreements.

 

In welchen Punkten wurden die Grünen überstimmt?

We did not manage to introduce proportionality of co-financing for cohesion countries or Member States in financial difficulties. This means we wanted countries to be able to co-finance the Fund according to their means. We would have preferred to a more strategic approach to restructuring but did not find a majority for this.
